The trend promoted at present in the European Union is the social dialogue system in which the voice of the workers is delegated to union representatives who face state and private ‘social partners’.
Unfortunately, in the private sector, employers tend to prefer company-level collective bargaining where the voice of the workers is weakened especially when solidarity action from workers employed in other companies is prohibited and rendered illegal. Once green economy policies and targets are imposed at the national scale, the social dialogue mechanism is set in motion.
